A team arrives to install. The room is not plastered, or the power is not connected, or a preceding trade has not finished. The day is lost.
General confirmation is not confirmation
Asked whether the site is ready, a main contractor says yes, because from their position it is nearly ready. Specific conditions — power, floor finished, room clear — produce a different answer.
Record the wasted day
Absorbed silently, it looks like ordinary cost. Recorded against the project with its cause, it becomes either a claim or an argument for changing how deployment is confirmed.
Reassignment needs visibility
A team stood down on one site could sometimes work on another, but only if someone can see what else is ready today. That requires a view across sites rather than per project.
