Every unit is identified. Whether the manufacturer can say where a given unit went depends on how that identity was recorded.
Paperwork is not a query
Dispatch documents contain the information and cannot be searched. Scoping a field action from them means reading files, under time pressure, with a regulator and customers waiting.
The installed base is also commercial
The same record supports calibration reminders, service contracts and replacement conversations. Manufacturers usually build it for safety and find it pays for itself commercially.
