A customer likes a garment that does not quite fit. Alteration closes the sale. It is described as free, and the tailor is paid regardless.
Overhead hides a product problem
If one line generates alterations far more often than others, that is a fit or sizing issue in the buying, not a service cost. Booked to overhead it is invisible; booked to the line it is a purchasing decision.
Free is a price
Alteration offered as an inclusion is a discount of a known amount. Shops that record it usually find the total meaningful, and that it is concentrated in a few lines they could stop buying.
